Assignment and Accountability

Senior Management


  • To provide a statement of policy relating to the Safety Program. The statement provides a commitment and philosophy that sets levels of expectations for safety performance throughout the corporation;
  • To allocate responsibilities, accountability and authority for health & safety performance in the organization;
  • To maintain overall control of the Safety and Loss Prevention Program direction;
  • To ensure all established safety policies are administered and enforced uniformly;
  • To ensure that all field operations personnel are aware of and effectively practice the policies and procedures set out in the Safety Program;
  • To ensure annual review of the OH&S Management system is conducted, and continuous improvement strategies are implemented as required;
  • Ensure workers are competent to perform their job tasks or under the direct supervision of a competent worker;
  • Ensure that all equipment is maintained in a safe condition and is appropriate to the work performed.


Superintendents/Supervisors


  • To ensure compliance to all OH&S regulatory requirements and DeFord’s H&S policies and procedures;
  • To ensure that all employees are competent to work in a safe manner and that they use all protective devices and procedures required by this company and by legislation to protect their health and safety;
  • To ensure all possible precautions are taken for the safety of the worker and those around;
  • To ensure personal protective equipment is used and maintained properly;
  • To advise all employees, contractors & visitors of any potential or actual dangers they may be exposed to & how to isolate, prevent or remove them;
  • To arrange for medical treatment as required in the case of injury or illness, including transportation to a doctor or hospital as necessary;
  • To report all near misses, injuries, damages, spills, workplace harassment/violence immediately, to investigate all accidents fully, and to advise management on how to prevent similar accidents in the future;
  • To carry out regular inspections of the work place, toolbox meetings and daily hazard assessments to ensure a safe and healthy environment;
  • To conduct observations of work site acts and conditions, to correct un-safe acts & conditions, to identify areas of opportunity for improvements;
  • To be aware of constantly changing worksite conditions, remediate where possible, and report to management as required.


Employee


  • To read, understand, and comply with this company’s safety policy, safe work practices, procedures and rules;
  • Work in compliance with OH&S regulatory requirements;
  • To wear the safety equipment and personal protective devices and clothing required by regulations, by his/her employer and/or required by the Primary Contractor;
  • To notify his/her supervisor of any unsafe conditions or acts;
  • To report all near-misses, accidents and injuries to his/her supervisor immediately;
  • To report to supervisor any known missing or defective tools, equipment or protective device;
  • To take every reasonable precaution to protect the safety of other workers and himself/herself;
  • To participate in Safety Meetings and toolbox talks as provided by the DeFord or the Primary Contractor;
  • Right to know, the right to participate and the right to refuse to do any work deemed unsafe for yourself or others around.


Contractors/Subcontractors


All contractors and subcontractors conducting work on behalf of DeFord shall:
  • Adhere to all applicable OH&S regulatory requirements and Health and Safety policies and procedures;
  • Participate in safety meetings or provide safety meeting minutes to the project Superintendent or their designate to ensure compliance;
  • Ensure that all work being carried out meets the requirements of OH&S Regulatory Requirements and DeFord’s Health and Safety Policies and Procedures;
  • Ensure their employees are competent and understand their responsibilities;
  • Cooperate as necessary in incident investigations;
  • Coordinate work activities through the site supervisors to ensure safety requirements are maintained;
  • Participate in the site-specific orientation prior to commencing work.


Visitors


Various representatives of engineering firms, clients, inspectors, and any other persons who visit DeFord’s projects/premises/departments have the status of visitor. Visitors shall follow DeFord’s Health and Safety policies and procedures while they are located at DeFord’s projects/premises/departments. Before visitors are allowed to visit work areas they must:
  • Have an authorized company representative authorize the purpose of the visit, and ensure the visitor has the appropriate PPE;
  • The person authorizing the visit must ensure that the visitor has signed in;
  • The visitor will be accompanied for the duration of the visit;
  • The person authorizing the visit must ensure that the visitor has signed out when leaving the project.


Accountability


Accountability for the effective performance of safety responsibilities is a measurement of performance of Supervisors and Managers by monitoring the quality of the workplace, adequacy of procedures, adequacy of remedial action, and of training.
Accountability is established by:
  • Inclusion in the Occupational Health and Safety Policy;
  • Insuring that health and safety performance is considered as part of performance appraisals and salary reviews;
  • Inclusion of health and safety responsibilities and performance objectives in job descriptions;
  • Regular Health and Safety procedures reviews;
  • Regular reporting requirements;
  • Awareness by all individuals of their legal responsibilities;
  • Discipline procedures.


Training


Safety roles and responsibilities shall be clearly communicated to everyone in the organization. Continued reference to roles and responsibilities will ensure not only that they are understood but will demonstrate ongoing commitment to the Policy.
Ways in which responsibilities should be communicated include:
  • Orientation training;
  • Company OH&S Policy and Health and Safety procedures;
  • References in job descriptions;
  • Safety Awareness Board notices and reminders;
  • Access to current and applicable safety legislation when required like: WCB, TDG, WHMIS, OH&S;
  • Safety talks and meetings.


In addition to training on the requirements outlined in this procedure, management training shall also include the topics of Due Diligence.
